I recommend what I use. I've applied the following IDE setup for years under both Fedora (FC5 up through FC8) and Kubuntu (KDE on Ubuntu 8.10 up through 10.4 - current) on both my workstation and laptop. All elements are Web Development. The base IDE installation is Eclipse Standard (I stick to the original, since I started life on the web as a Java developer using the J(2)EE servlet architecture).

I am currently working on Ubuntu 13.10 with LAMP stack installed. I use different IDEs and text editors for different purposes. For a framework based application I used Netbean 8.01 with PHP plugin. But for a sigle file edit I use Sublime Text which is quite amazing in auto-suggestion and plugins. Over and above editors I used terminal to access folders and change permissions as it is more secure as well as give gud control.

GIMP , INKSCAPE , IMAGEMAGICK , GEDIT , SUBLIME , SASS , FILEZILLA , DRUSH and PHPMYADMIN are the most useful tools for web development in Linux.
