Is there an issue installing IDE's then? There are plenty of lightweight IDE's around. Have you considered them?
What languages do you want to work with?
eg for Java, a simple and small IDE is Dr Java http://drjava.org/
and DotNet there is SharpDevelop http://www.dnzone.com/ShowDetail.asp?New...
Another lightweight IDE is geany. Its about 5megs when installed so not too bad eh :)
A review of geany can be found here http://kagesenshi.blogspot.com/2007/02/g...
In terms of online IDE's, only one I know is the one already posted by xarcus - codeide.com
