Navigation System for Web application.?

I have three frame based navigation system for my web application (asp.net 1.1 & sql2000) which has tree control in left frame center frame for forms and top frame .tree is loaded dynamically with respect to roles and screen assigned to user.

i want to design frame less navigation system for my application , as i am having problems .
what are your recomandation for designing navigation system?? should i use javascript menus or ??

I think it's a good idea to get rid of the frames.
In terms of search engine optimization I would recommend you not to use a javascript menu, since the search engines have more difficulty finding your links, when they're embedded in javascript.
Generally I think finding the best the navigation system depends on how many levels you have and how many items on each level. Could you give more information about that?

thankx for the response ,

i dont have many item at each level i have genreally

1- parent
1- child
2-child

structure in which every module has sub screen on which users are assigned roles
for e.g for Service Requester in my application i have
Service Request
Pending Request
Request Deleived
Search Service etc
