Access is really like a desktop database. Lots of users do use it for commerical purposes but its not very scalable.
SQL Server is aimed at commercial, more enterprise level and is very scalable
Access is part of MS Office, SQL Server is expensive (though u can get SQL Server express for free)
Choice depends on what your requirements are and of course budge
