I ran
"%systemroot%\Microsoft.NET\Framework\v1.1.4322\aspnet_regiis.exe /i"
in the command prompt, which reinstalls asp.net 1.1

The problem is still there (it doesn't happen immediately after turning on the computer).
Better get on with the other proposed solutions on that page or does anyone here have an idea about what to do?

But, it didn't solve the problem either.
So I checked for more event problems and sure enough in the System tab of the event viewer I saw this problem:
W3SVC - the service could not bind to intance 1.

Basically it's skype "taking over" the port 80, which makes IIS unable to listen to that port for web applications.
There's a setting in Skype that you can disable, which disallows it to use port 80.
