What languages do you want to work with?
eg for Java, a simple and small IDE is Dr Java http://drjava.org/
and DotNet there is SharpDevelop http://www.dnzone.com/ShowDetail.asp?...
Another lightweight IDE is geany. Its about 5megs when installed so not too bad eh :)
