Given a IP address, u can use something like tracert (http://www.microsoft.com/technet/prod...) to find out where it came from. Given that info, u have a rough idea of where that person's ISP is.
Im afraid I dont know much more.

So it seems u need to
1. get IP Address
2. convert to IP number
3. use database to pinpoint location
