No Way to convert an Html output in FLASH output. Do one thing, make a web site with flash then publish over internet.

I see what you want to do, try and design a website using Flash, this can be done. HTML or XHTML is instructions for the browser, you will need to create your Flash animation and embed it using CSS. There's no need for a tool to be developed.
