Basically you can't open the file, if you don't have rar decompressing software on your computer.

you know, it's possible that you know how to deal with a RAR file, but not PDF files. anyway, the file is a PDF inside a RAR file (sorry if I'm insulting anyone's intelligence).
Since .RAR is the last extension, you must first use the decompression software that David mentioned; I'll even say that winRAR is exactly what I would use also. afterwards, you can then use adobe acrobat reader to open the file and view it. In a sense, everyone's answer on this forum is correct (with one exception). everyone else (myself included) are(/is?) just repeating David's answer.

The rar password sometimes is the URL from where the file was downloaded. Or try to contact the poster or site administrator of the respective site. If still have problems, try some recovery software.

By extract the rar file you can open out the pdf,rar file otherwise you can use any online service to open this filename.pdf.rar file.
