I would simply try calling Dell instead, $20 should buy a phone card with plenty of time to spare. But you may want to be more specific and as for the american english version of the operating system (make sure they don't sell you something then say you have to configure it to english)

I ordered a Dell in Spain over the phone and got an English Operating system and keyboard...actually I am using it right now.
Just call Dell in Spain and ask for somebody who speaks English:
"Hay jentes ahi que pueden hablar castellano?"
They should help you...then just let them know what you want and they'll send you a quote. Excuse my Spanish if it isn't 100%....still learning.

have yoy visisted www.electrogeneral.com? they are a spanish company selling all sort of electronics and computer items very very cheap. have a look and good luck!
