Definition for "new users"
Based on the users' engagement (open rate) with the email channel we have developed several main categories. Along with the active and inactive users we have a category of what we call "new users". People that have registered but have not received any emails yet.
Is there an industry standard definition for this type of users?

Not that I am aware. Every project/client/app that I have worked on describes new users depending on the application.
A new user may be someone who has just created an account and may not have used the system yet or just enquired - like in your situation.
A new user may be someone who has started to use the app but has not done a certain portion of work to verify that they have used the system and are comfy with it.
It could also be defined on dates.
Basically I think its down to you to define a new user on how you see it fits into your system.
