bluetooth devices are not handled through windows explorer, you need to find the program installed which manages your bluetooth device. one you find that program, it can "Pair" your laptop with another bluetooth device that you want to use.

do you see the bluetooth icon on your system tray? Its not always there but if you do then that is one way to test your bluetooth. You can double click that and search for devices.
Other way is to right click on a file, select "Send To" and select bluetooth device. if you dont see that option then it could be you do not have the drivers installed or you have not activated it on your laptop. I am not sure how hp are setup, with the IBM laptop of mine, I go to the radio settings (ibm not windows software) and activate it that way.
