Well, you would typically either build it yourself if you were a web developer or you will need to hire a web development company to do it for you. I would simply walk through the basic functionality of Craiglist and draw up what pages and development you would need done.
Any firm would be able to get you a quote for that type of work. Would probably be above $1,000 depending on who you are using, where you live, and what their experience level is.

Oh, I would suggest an "out of the box" solution but to my knowledge there is nothing out there like that where you would be able to just post a listing.
You could use a forum to have people post classifieds, in that case I would use VBulletin

You will be able to set this up by following the directions without much or any experience at all. It's not like craiglist, but it would allow people to post content online which could be classified ads if you word the marketing lingo on the site correctly.
