if you're trying to set read/write access to something like a USB hard drive, all you have to do is right click on the USB drive from my computer and go to "properties". then go to the "security" tab.
from there, add or remove a user from the list and highlight each user and check the boxes for the access you want them to have.
for universal access (winXP) add the user "everyone"
for example, if I want to let anyone read the files and not be able to write to them, I would add the user "everyone" and check the read permissions box, but not the write permissions box. (try to avoid setting deny permissions as they do something different, it's okay to experiment however). you can even go so far as to set up permissions so that someone can create a new file but not change or delete existing files by clicking on the advanced button.
