Sorry, but I think you misunderstood my question.
It needs to be horizontically and vertically centered and working also if the user has scrolled down on the page.

You can write this code: <div align="center"> in your sourcr code then show that div is view as center on the screen.If you are look to view div as left then write as <div align="left">.
