Confusing! A laptop can not get reformatted! A hard disc can, or a Floppy disc! But you can't reformat a laptop! If you want to reformat your hard disc (be very very careful that you have a backup etc) you just right click on your drive in File Explorer and select Format! But if you delete everything on the HD, how will you install windows etc. without a CD rom?

Hi,
it's not possible to do that. Atleast you need a bootable Floppy or CD for doing that.
Whether your computer is in a network?

use an external cd-rom, costs like P1,500 pesos in our country(philippines), probably around $50 to $80 yo you
