if you cant use net on your pc, download antivirus s/w like avg or avast (free ones) on another pc, burn to disc then install from there. hopefully virus you have will not prevent you from installing. make sure you disconnect your pc from the net from now.
Also use malware bytes to help you.
If recovery not possible then you may have to format your drive but then it means having to reinstall windows. if you dont have a copy then thats going to be an issue.
