you can use many content management system to build such website.
the popular ones are joomla,wordpress.
however i prefer xaraya (www.xaraya.com), even the BBC UK is using it :)

Wordpress as a content management system is an excellent platform. I also used wordpress for creating my website. I learnt from online tutorials and found it easy to understand.
While searching I came across an online tutorial which is very good.
