By reboot cd you mean a install cd.
Have you first tried to fix your computer?
Do you have any security s/w installed?
See if you can go into safe mode with networking (usually press F8 on startup) then see if you can try get s/w like this
AVG or Avast (free antivirus). If you already have antivirus then do not install another version.
Malware Bytes for a good spyware removal There is also Spybot and Adaware.
You also need a firewall. I use comodo (freebie) but zone alarm I think is still available as a freebie.
Install s/w that you need then run in safe mode.
