1. Hit Left ALT + Left SHIFT + Num Lock (Press and hold both the left ALT and left Shift keys, and hit the NumLock key). This opens a small Mousekeys box.
2. Click Ok to keep enable MouseKeys. Once enabled, a MouseKeys icon is displayed in the system tray. You can also increase/decrease the speed of the mouse cursor by clicking Settings.
Move the mouse pointer using the keys on the numpad of your keyboard.
If you don't remember the shortcut, there are other ways to enable/disable this feature :
Go to Control Panel >> Accessibility Options. Click on the Mouse tab and check Use MouseKeys.
Click Ok. Just uncheck MouseKeys to disable it.

no Accessibility Options is there

I am not sure sure if you are at the right place, Accessibility options is the first icon which shows up in the control panel.
it should be fairly easy to press left shift +left alt +num lock keys simultaneously. try this and let me know.
