1) Auto-start programs - A lot of software install little 'monitor' programs that are started immediately when you boot up your PC and perform various functions - often to warn you of available new updates to your installed software. Some (if not most) of these programs you do not need and only slow down the PC and use RAM memory. A good PC cleanup program would give you a good overview of what programs are started automatically at boot time and will allow you to remove those you do not want.
2) Disk fragmentation - Over time the files on your disk may have become fragmented (broken up in little pieces and scattered all over the disk) This results in longer disk access times when the PC needs those files. A good disk defragmenting tool will resolve these problems.
3) Registry problems - Over time the information in the Windows registry files may become 'stale' or even contain errors. A good registry cleanup program could resolve most (if not all) of these problems.
4) Anti-virus software - If you have anti-virus software installed on your PC then that may be the cause of your PC running slow. Perhaps it is running a full system scan in the background without you knowing.
There may be other factors as well that may cause problems with PC speed but the above causes, in my experience, are the most common ones.
Regarding a good cleanup tool, I can recommend Tune-up Utilities at http://www.tune-up.com/products/tuneu... (I'm not affiliated with them - it's just my personal preference).
Unfortunately Windows has a reputation to run slower over time due to the causes mentioned above. If you're not dependent on Windows programs you might want to try out Linux (for instance Ubuntu at http:\\www.ubuntu.com\) as that has a better reputation for not slowing down over time.
