First Click the "Start" button in the bottom left corner of Vista in Safe Mode and select "Turn Off Computer". Select 'Restart" from the pop-up menu.
Then Place your finger over the F8 key as the computer shuts down and reboots. As soon as it begins booting up, start pressing F8 repeatedly.Stop pressing F8 when you see a menu of options appear on the screen. This is the boot menu. Select "Normal Mode" from the boot menu by either hitting the number next to Normal Mode, or by using the arrow keys to highlight Normal Mode and then pressing "Enter."
Wait for Vista to boot up in Normal Mode. If you determine that you need to switch back to Safe Mode, just reboot the computer, press F8 during boot-up and select "Safe Mode" from the boot menu.

try clicking on selective startup and then unclick startup items. Reboot and see if it boots into normal mode. If that works then something in your startup is causing the issue. You can go back into msconfig and click on normal startup. Then click the startup tab. Look for anything that might be causing the problem. Unclick it and reboot. If it sends you into safe mode you know it is the problem. Keep doing this until you find the one that's causing the problem.
