In VPN your data gets encrypted into the tiny bits while in case of a proxy program, the data isn’t encrypted into bits. If your data doesn’t get encrypted then it becomes more vulnerable to getting hacked.
Proxy on one hand is completely free to use while the VPN program may cost you some money.
VPN programs are more user friendly, and hence easy to use. You have to just download the software, buy yourself a premium plan and enjoy the features and surf the web anonymously. On the other hand, the proxy programs are quite complicated to use.

Basically a VPN will route all your Internet traffic through their servers. So if you downloaded software for chat or games then your communication will be routed through their servers as well as your browser traffic. A Private Proxy only works with your browser traffic where all your traffic is encrypted and routed through their servers. You will generally find that a VPN is more expensive then a private proxy service. So as you said, it really depends on what your needs are. Below is a resource that offers both a VPN and proxy.
