Is submitting to sites advantageous to search engine results positioning?

I've been submitting my site to sites, search-engines, etc and have observed my link reputation inch as much as 416 that we understand however is not great, but are you able to give me a concept of just how many links I require before I acquire some kind of web-presence? Additionally, how essential is distributing to relevent sites?
