Hi Patrick,
There shouldn't be any problem if you are only changing the IP address, but keeping the same domain name. Provided you don't screw something up in the process!
It has been said that some IP ranges could be considered 'bad company' by google, but if your provider is a reputable company, this shouldn't be the case.

There are many reasons for your internet connection slow, such as your browser and windows system are not compatible, maybe you can try a pc cleaning software to handle your problem, try tuneup360, I'm sure it can surprise you!
