It does not appear that Outlook can access Hotmail, only Outlook Express, and only then if you're actually paying for Hotmail. Here are a couple of posts on the topic, the first one includes instructions for connecting via Outlook Express:

Self-editing my former post...it does appear that Outlook (at least Outlook 2000) could access hotmail as well.
