There's no "restore palette position" command/button, but it could be lurking behind another palette. Have you tried closing/minimizing the other open palettes you have on the drawing board and seeing if it's just buried somewhere?
The only way it could possibly render off the drawing board is if you have changed the resolution of your monitor from, say, 1280x1024 to 1024x768. If you have done anything like that - or even moved to a smaller monitor - it could be hiding as you suspect; outside of the visible area. Try increasing the resolution of your monitor if the suggestion above doesn't work.
It's got to be there somewhere! :)

Your suggestions re the monitor resolution were right on. My second monitor died last week and I temporarily switched back to one awaiting a replacement. I'm now back on two but this likely caused the problem.
I tried different resolutions so not sure which combination did the trick but I now have my palette back.
