According to the World Intellectual Property Organization (WIPO) there are two offices they recognize for Intellectual Property - the National Institute of Copyright and the Mexican Institute of Industrial Property. The web site for the MIIP is http://www.impi.gob.mx/ however, I'm not a fluent reader of Spanish so I couldn't tell if they have a public database available to continue your research.
