I had to do this a few years ago and it was a Grade-A pain in th arse.
There are a couple of different techniques out there, including downloading Eudora (free) where you can "import" your mail files since they're in the same mbox (IMAP) structure. After that, you can import these into Outlook which does have a function to import from Eudora.

Oh, and have fun with Vista...I'm not one to sing its "praises"...in fact, I rolled my Vista machine back to XP. Of course, the SP1 for Vista that was just released has probably made a big difference.
