Do you know what version of Internet Explorer you are using? You may want to download FireFox...that is what I use. It's free and maybe if it's a browser issue you'll be able to access it through that.
The only thing I can think off the top of my head is that you are using an old version of Internet Explorer (IE) and perhaps Hotmail is using new technologies that the browser doesn't support.
I'm assuming that you're able to get to other websites just fine besides MSN?
