javascript is a user side programming language, so if you want to display message for a user telling him that u are using (mozilla for example) you probably use javascript, it's more simple.also you can use it if you wat to redirect user to a specific page if he is using such browser.
php or any other server side programming language, it's used when we are collecting data such as statistics of visitors, etc.. and u need to use the language that ur hosting support.
css can check what type of browser, so you can add a different stylesheet for each browser..
