by using only html code, can I detect which browser is being used by the user???

no you need javascript.. or php
css code can check the browser to add specific css code

it depends on what you need,
javascript is a user side programming language, so if you want to display message for a user telling him that u are using (mozilla for example) you probably use javascript, it's more simple.also you can use it if you wat to redirect user to a specific page if he is using such browser.
php or any other server side programming language, it's used when we are collecting data such as statistics of visitors, etc.. and u need to use the language that ur hosting support.
