private proxy server provides full anonymity and privacy protection. It does not log traffic, and it is restricted to registered users (admin and work group within a private area). This prevents it from being inundated with user traffic, as is the case with many of the public proxies.
public proxy servers, security cannot be guaranteed; although public proxy servers do a great job of hiding your IP address, these servers may log your online activity for their own use and information.

There are difference between private proxy and public proxy, follow here:
Private Proxy
1.Private proxies are paid and can often be expensive 2.They are secure and long lasting and ensure a high-level anonymity and security. 3.Private proxies are much faster 4.They are not banned by Google 5.Much faster than public proxy servers because they are paid and dedicated servers
Public Proxy 1.Public proxies are free 2.These could be unreliable and less secure 3.Could be very slow at times 4.The users may have to update the software and search for proxies that work every time they need to use one
