Hi, yes you need a desktop with itunes installed on it.Once you have a desktop with itunes installed on it you need to connect your ipad to itunes and sync the music to itunes. Once you have succesfully synced your music to itunes you now need to disconnect your ipad and connect your iphone. Once your iphone is connected simply sync the music from itunes to your phone.

Step 1: Free download AnyTrans, install and launch it on your computer (Mac or PC), and then connect both of your iPhones to computer with their USB cables.

Step 2: Once your iPhone are recognized, on Homepage of AnyTrans, click Audio > Music.
Step 3: Select the songs you want to transfer to another iPhone, and then click To Device button to copy music from iPhone to iPhone. And then the selected songs will be transferred to another iPhone.

Yes, you can install iTunes on your desktop and then transfer music from iPhone to iPad. Here is my way:

open your iTunes on your laptop or iphone

on iPhone- go to settings

tab click on music

go to the bottom of this screen, it says "HOME SHARING"

save it

Now go to the other device you want to transfer your music ( target phone or iPad)

follow the same steps on this phone

get out of the your setting

go to iTunes on your phone

tab click shared, it will ask your library name , select it

it will refresh it with in few seconds
